Insulation facings above suspended ceilings

Has anybody had any issues with the installation of kraft faced
insulation installed above a suspended ceiling and then covered with FSK (Foil-Scrim-Kraft) vapor barrier? I currently have a commercial building where this occurred and the contractor believes the FSK is an acceptable method to comply with IBC 719.2.1. Any other thoughts on this?
